The archive has two GNU long name headers, with first and second, then the member, whose header has GNU's magic and the name header-name.
GNU's format does not say what two long names for one member mean. In POSIX, the typeflags A to Z are reserved for custom implementations, and a reader that does not recognize one extracts that header as a regular file. This case is ambiguous because a reader that knows GNU long names extracts the member either as first or as second. A reader that discards both long names extracts header-name, and one that applies each long name to the next header extracts a file first that contains second, then header-name.
